Brown meat in large nonstick skillet on medium-high heat; drain. Return meat to skillet with garlic and chili powder; cook, stirring for 30 seconds. Add corn, water and Macaroni; mix well.
Bring to boil; cover. Simmer on medium-low heat 6 minutes or until macaroni is almost tender and most of the liquid is absorbed. Stir in cheese sauce mix.
Top with cheese; remove from heat. Cover and let stand 2 minutes until most of the liquid is absorbed and cheese is melted.
